What is the current behavior?
Input Number Type Does Not Allow Number To Be Greater Than 1

If the current behavior is a bug, please provide the steps to reproduce.

1. Go to http://localhost:8082/components/inputs/input/dev-sandbox#max-length
2. Clicking the up caret, the number will not advance higher than 1.
3. Clicking the down caret, the number will go down to -1.

Which version of react-cm-ui, and which browser / OS are affected by this issue? Did this work in previous versions of react-cm-ui?
