Setup deployment for Rust Analyzer benchmarks

Rust Analyzer contributors would like to use rustc-perf to run RA benchmarks after PRs merged in the RA repo, and also for RA try builds.

TODO:

• Configure a separate DB instance
• Configure a separate web server
• Setup collector to run RA benchmarks
• Determine how to do try builds on RA
• Determine how to download RA artifacts that do not come from rust-lang[-ci]/rust
