`plugin-typescript` 12.1.3 doesn't respect the `include` field in `tsconfig.json`

Expected Behavior

Work well as 12.1.2.

Actual Behavior

CI boom 💥

seems all declarations in separated .d.ts files no longer work, const enums declared in .d.ts files not be replaced to constant in my source.

@shellscape Could you please take a look?This is merged from #1653, I'm not sure if it is expected behavior or a bug. However it is obviously a breaking change but just bumped the patch version.

Can also confirm the same issue. No issues at 12.1.2

Sorry for the ping. You may not realize that because you clicked the merge button of that PR #1653, thousands of projects were broken, and some developers even spent hours or days to troubleshoot. Such a big breaking was caused by a patch version update of the most popular rollup typescript plugin.

I don't mean to blame anyone, I'm just disappointed with the "Rollup plugins lead" for making such a response and the Rollup community for being so careless about the changes. You are the one who clicked the merge button, and you are also a member of the community.
