An exception to Issue #22 is that if a Minor version (for e.g. say v9.3.17) is tagged for some reason (for e.g. PostGIS upgrade) then may be you do want that as a part of the upgrade path.
For e.g. v9.3.12 -> 9.3.20
v9.3.12 -> v9.3.17 (tag) -> v9.3.20
