Add ability to alter discharge speed for vehicles & silos?

It would be helpful to be able to set the discharge speed when altering the fill capacity of vehicles & silos.

I added a proportional speed change to v0.3.4.0. So if the capacity is increased the speed is faster, if reducing capacity it dumps/loads slower. So essentially it now should take the same time to fill/empty as an unaltered placeable/vehicle. I'll create a release for the version later tonight.
