Background

We currently have two methods for recording skill checks. Single independent checks and individually within a session.

Request

Develop a new page for recording competency by skill (within a skill check session).

Requirements

1. An assessor selects a skill (from those assigned to the session).
2. A table of the assigned assessees is shown with form inputs to enter a competence level and optional notes.
3. A save button that saves the entered values.
4. A reset button that clears the entered values.
5. If a skill is selected that already has checks recorded against it, populate the inputs with those.
6. Inputs are disabled if a skill has not been selected.
7. The Save button is disabled if no values have been changed.
