loguploader/getSettings API returning 404 settings not found

Hi Team,

Whenever we are executing the API loguploader/getSettings, we are getting 404 settings not found even though we have configured both, log upload and telemetry settings.

After the services are redeployed, the API loguploader/getSettings returns the response successfully.
I am suspecting that this issue is related to the cache.

Can you please guide me on how to disable the cache in XConf or can you check if there is an issue that exists with the cache implementation?
