Validate autoscaler functionality with CAPV on vSphere

Increasing demand for node autoscaling in vSphere. We need to verify that Turtles correctly manages node lifecycle and triggers CAPV machine provisioning.

Criteria:

• Scale up: "Pending" pods trigger new VM creation in vCenter.
• Scale down: Idle nodes are drained and deleted.
• Verify compatibility with MachineDeployment annotations.

For AS testing we may use a simple deployment allocating say 2 CPUs per replica.
