Schedule Edits algorithm sometimes associates sections incorrectly

Specific example:

Fall of 2023, REL 313. There is an 8 a.m. section in Banner (CRN 10050) that keeps getting associated with the 12 p.m. section in iChair, even though there is also a 12 p.m. section in Banner (CRN 10052). This is making it impossible to ask the registrar to delete the unwanted 8 a.m. section in Banner. You delete the iChair course section at 12 p.m. that it is incorrectly associated with, then generate the message to delete the section, but when you go away from the Schedule Edits page and return, the section you want to delete is incorrectly linked with the 12 p.m. section again! This example is saved in ichair-BSCP-issue.db and banner-BSCP-issue.db.
