Add some comments for users regarding the Notes for Registrar

Mention (perhaps in the dialog for the note itself, and in the help dialog) that a good use for these notes is to let the registrar know about any known conflicts (instructors, two courses being cross-listed, etc.) and how they might be resolved in the future, if appropriate.
