Broken Hunter Boost URL

URL for Boost points to apparently obsolete boostorg.jfrog.io archive. Discovered because kagome build fails.

You should set https://github.com/qdrvm/hunter/archive/refs/tags/v0.25.3-qdrvm39.tar.gz as your url and 09a40516b2320823976e2fcca2ef939cd711f301 as your hash. They have fixed it now, but there hasn't been a new release yet. Only a new tag
