Remove tb_plugin from kineto

Overview

As announced in #1248 , we start the tb_plugin removal.
This issue tracks the removal of tb_plugin from the kineto repository.
To ensure a smooth transition, the removal is planned in four incremental steps.

Steps

• Step 1: Remove tb_plugin from CI (Remove tb_plugin CI workflows #1341)
• Step 2: Remove tb_plugin documentation (Remove deprecated TensorBoard profiler tutorial  tutorials#3813)
• Step 3: Remove tb_plugin tests and source code (Remove kineto tb_plugin directory entirely #1368)
