refactor: merge people directories into unified top-level people/
Consolidate python/people/, psf/people/, and jython/people/ into a single people/ directory to eliminate duplicate sidebar entries and simplify navigation. Non-person MoinMoin user subpages (~378 entries) moved to python/archive/. Cross-wiki duplicates (14) resolved by keeping the richer version. Redirect mappings updated for all moved paths.
