Some `psadmin` output going to `stderr`

Some psadmin commands send output to stderr. This is annoying when running psa through tools like Rundeck that change this output to a red color.

Change all commands to redirect all stderr output to stdout.

Looking at this to offer some different options around what output we see from psa. I'm leaning towards 3 levels:

1. Debug - all output from psadmin including current debug output
2. Detailed - capture stdout and stderr and display items like status, # processes started, process failed to start messages (this would involve some output parsing). Include timestamps on each row too for log parsing support. This would be my preference for the the default.
3. Quiet - only show the banner and success/failure messages.
