I've been thinking of this for a while now.

The idea that team members can upvote/downvote user stories, with certain restrictions.

One idea would be to give credits to team members every sprint. These can be placed on any user story, and they expire after 3 months or something. This will mean that no story has > 3 months worth of credits on it and thus gives extra power to newer feature requests/bugs.

I had thoughts in the past about a similar technique, but based on giving tokens/points to stakeholders, for deciding what goes into the sprint mix. This ensure that certain stakeholders with less "negotiation power" in the organisation still get some work done for them.

It's a different goal, but I think the underpinnings may be quite similar.
