[QoS] Expand QoS for ~30 Cosmos Chains

Expand custom QoS for ~30 cosmos chains to support net-new supplier Kleomedes / Stake Hub:

To give some context on what needs to be done, the QoS module for Cosmos SDK in PATH supports the following APIs:

• Comet BFT
• Cosmos SDK
• EVM JSON-RPC
• EVM JSON-RPC Websockets

So in order to add the listed chains we need to determine:

1. Which of the listed APIs are supported by each chain
2. If any of the listed chains required support for additional APIs not listed above.

Actionables:

• If you have that info on hand it would be very helpful. If not, I will begin to research each chain and compile it.
• If no additional APIs are required, then adding each chain is a simple copy-paste of adding each chain to the config file in PATH.
• If additional APIs are required, then we will require code changes to the cosmos QoS module in PATH.

1. 3 separate PRs that add support CometBFT and CosmosSDK for Groups 1, 2 & 3 (1 PR each).
2. Leave 3 TODOs for each new chainw.r.t to EVM JSON-RPC, EVM JSON-RPC Websockets, Custom APIs for each one.
3. @kleomedes will follow up in this ticket to provide guidance on (2).
4. We'll either remove the TODOs from (2) or tend to them on a case-by-case basis

We should be able to get (1) done pretty quickly (by EOD tomorrow) following this unapproach to unblock the first phase of integration.

Please keep in mind that the "grouping" is just for organizational purposes. There is nothing else that should be gleaned from the grouping in the table.

Also, let's start with Osmosis. It was on @adshmh's todo list to clean up QoS and success rates.

Router does have a EVM JSON-RPC endpoint. None of the others does.

edit: also Namada is not a conventional Cosmos SDK chain and probably has custom endpoints. I'll ask Cman.
