Homepage Highlights obscure navigation menu in OJS 3.5

The Highlights display added in OJS 3.5 obscures navigation menu items on homepage. This happens with the Highlights with or without an image, and on a homepage with or without an image.

To replicate:

1. Select the Manuscript theme
2. Create a Highlight under Website settings > Setup > Highlights
3. Observe the homepage with navigation menus covered up by the Highlight block

OJS version: 3.5.0.0, 3.5.0.1
