add new added config part in openapi spec

• support explicitly set time_zone and change default time_zone to target db tz dm#2217
• stability-test - 2025-11-17 05:00:40 ticdc#3167

will introduce some new config field in TaskConfig so we need also update the openapi spce, the list is

• timezone
• compact
• mutiple_rows
• collation_compatible

add need field in openapi spce and change the adapter logic in https://github.com/pingcap/dm/blob/master/dm/config/task_converters.go
