'psconfig publish' bug

There is a bug in 'psconfig publish' where an invalid json file is accepted for publishing.

The file contains a fake syntax for adding thresholds. The file is accepted as valid by 'psconfig validate' which I expected. However, it is published without errors by 'psconfig publish xlzd.json'.

Looking at this, the publish tool does basic schema validation, but for things like test specs, which is where the fields and questions were added, it would have to rely on pscheduler. It currently does not reach out to pscheduler in the same way that psconfig validate does.

I think this would be a good feature to add, but going to move it to 5.3.0 since I think the best way to do this probably involves making validate more of a library, then reusing much of the code in publish or similar.
