I've noticed that the spec does not mandate that timestamps include local time zone or (better) MUST use UTC. This could result in an ambiguous or inconsistent timeline when documents and statements are created/updated/consumed by persons in different time zones if local unqualified time was used (as in the examples given in the spec).
EDIT: Sorry, the examples include UTC offset, but it is not mandated as far as I can see.
