Make Cheats/Mods only enable to Host, we want to make a Special Fight, which requires a Pre Made Scenario..

Everyone (even) bots have use of stuff like infinite Gold.

Describe the solution you'd like
To be able to have a setting "Mods only apply For [certain user] or [group/team] only", if this "option" is checked and stuff like instant build is on, only the selected user/group can insta build for example

Describe alternatives you've considered
Instead a "Host" only setting if it cannot be made for certain groups or certain players only or just in-game Host commands for a workaround

and btw another idea, to add the option to dont show the win screen and just let the game go on, or set the win requirement to 100% captured (so until everyone is dead, and only one country left alive) because even after winning you can still play which is good, but the win screen shows leave or spectate, which could make people leave early
