Any chance this could move to "Breaking changes 12-01-2025"? Cosmonauts is still trying to clean up things like review rules, zendesk, and mockprock from the ProctorTrack depr, it would be nice to have some breathing room to handle this one as well.

@brian-smith-tcril @jristau1984 what's the status on this? Looks like we agree this should be removed but need to align on when we're good to do this? I don't believe there is anything technical blocking the transition so I've updated the state. When can the last of this be removed?

@feanil, I'd love to get rid of the build warnings this introduces. If there are no blockers beyond creating a PR to remove it, I'll do it myself.
