Add minimum version check for all devices

Similar to this PR in the Onix1 library, we should explicitly define which version of the hardware we support in this software.

We currently ask users to use the oni-repl application with the H command to get the controller hw and fw versions before starting to troubleshoot. It would be helpful to have the bb hw and fw and I guess that of any relevant connected devices such as the hs-64. If this could be accessed from the other applications that talk with the system (OE GUI, bonsai.onix1), even better because they wouldn't have to install and run a separate application
