Switching over to mystjs

Now that I successfully switch the IRSA-tutorials to use mystmd; shall I go ahead and do it here, too? Is there anything that we could salvage from the work we did at the summit last year or at this point it's better to start from scratch?
(I suppose the toc would be useful, but better to start from the beginning regarding the CI config files)

I'm in favor of doing so - I think there are still some rough edges but IMO the best way to sand them down is with real-world use-cases, which numpy-tutorials certainly is! +1 from me!

I will close this as resolved by #274 - there's still plenty to do, but we can use #280 as a detailed tracking issue!
