Refactor NFC Monitoring

NFC Monitoring is the helm chart of the same name that was re-worked for kustomize manifests.

Goal: Create the kustomize deployable manifests for a complete monitoring stack.

Details

Using the kube-prometheus kustomize, refactor nfc-monitoring to use it. Each app should be split into their own kustomize app with additional items (i.e. metrics, ingress etc) setup as components.
