Checklist clarifications

There are a few checklist items where it may be helpful to include clarification. Listed them below (with a brief note on the clarification) and will update if more come up. Can also use the list as a way to keep track of what has been as a clarification point.

IIRC, the intention of the "open source" criteria was source availability, so we should make that distinction.

That makes sense. We might want to specifically require an open-source license rather than just any license, but maybe being explicitly licensed and source-available is enough for our purposes?

Revisiting this, I think we should either include the license in "open source" and drop the license criterion or change "open source" to "source-available" and keep the license criterion.

I think the latter of changing "open source" to "source-available" probably makes sense and would cover a scenario in cases where a license may not yet be added.
