Test::PAUSE::Permissions really required?

Hi,

Test::PAUSE::Permissions is listed in TEST_REQUIRES, but it seems it's only needed when doing a release. Could this be removed from Makefile.PL?

Looks like this is down to the version of the toolchain used to release it - a rebuild with my current toolchain does not have the additional dependency in the metadata. I'll push out an otherwise unchanged release. Nigel.
