In 4G, a CLR request is sent to the MME if a subscriber got disabled via the API. The same behaviour is not implemented for the 2G / 3G part via GSUP. Here, only updating the subscriber is implemented but not the CLR. We should also send a CLR to all involved 2G / 3G components if the subscriber got disabled.
