not use of the configured --homedir from the entity record

The entity record can include --homedir info, this is ignored in the passwd record.

Also the configured --homedir record don't create the homedir if missing. So e.g. on ssh-login with the key SSH, get via NetKeys:

Could not chdir to home directory /home/userIDstring: No such file or directory
