A Teia allows Red Room to be installed on Remote

In a game where I was Runner, the Corp used A Teia's ability to successfully install Red Room on a Remote server via Peer Review, which should not be possible with the Central Only restriction of Red Room.

Steps to Reproduce:

1. Have Red Room and another eligible card that can be installed in a remote
2. Play Peer Review
3. Install the eligible card, use A Teia's ability on Red Room
