docs: add AutoResearch M3 implementation plan (#2600)

20-task TDD plan covering prompt optimizer with pluggable scorers,
knowledge synthesizer with distilled insights, API endpoints, Vue 3
experiment dashboard, and frontend tests. Backend-first delivery.
