Bring Back Regions & Group Countries

We are bringing back regions. Every country will be placed under a region inside of the categories list and you'll be able to mass select or deselect a region and its countries.

Before this feature is/was implemented, the query system retrieves and assigns the country of every server based off of the geo location of the server's IP address.

If the server's country does not exist, it is automatically created. While this is a crucial feature, it has resulted in most countries in the world being created, many in which, have low server counts. One idea I had was merging countries with a lower server count into a country close to them with a higher server count. This would take more work than it may seem due to how the query system detects countries and such right now, though.

In the initial public release, we had regions before the automatic geo location (North America, South America, etc.). I believe bringing these back would be the best solution.

At first, I was going to assign each server a separate region, but then I thought of a more efficient way to implement regions while involving countries. This is simply just treating the regions & countries list similar to the apps & categories list. Where regions act like apps and countries act like categories (just different icons, etc.).
