Enable and Disable Telefony providers

Hello,

After disable a SIP telephony provider the provider is disabled.
But when i will enable it is not working. The Provider is always disabled.

The json send on try to enable the Provider

Root Cause

Classic PHP type casting trap: the original code used (bool)$data['disabled'], but in PHP any non-empty string is truthy — so (bool)"false" === true.

When sending form-data disabled=false, PHP received the string "false" and cast it to true, making it impossible to enable a disabled provider.

Fix

Replaced (bool) cast with filter_var($data['disabled'] ?? false, FILTER_VALIDATE_BOOLEAN) which correctly handles string values "true"/"false".
