Differences in exporting FOCUS from billing scope vs. invoice section scope

Providing options to export FOCUS through billing account, billing profile, or invoice section introduces confusion as to which export source is the true source to export the full FOCUS data for an organization. There is no official documentation that mentions that some costs will be left out from the invoice section export other than from this blog post:

One last important thing to keep in mind regarding the unused portion of commitment discounts is that the unused amount is only available when exporting data at a billing account or billing profile scope. When you export data at a subscription or even a department or invoice section scope, the unused records are not included, so cost and savings calculations are not complete.

Microsoft support continues to provide me this quote as the "official" documentation that tells me that unused commitments will be excluded in the invoice section export.

It would be nice to have some clarification in the documentation that mentions about data excluded from exporting through the invoice section, either in the Tutorial: Create and manage Cost Management exports or Understand and work with scopes. I would like to know what is the use case to export only a portion of the whole FOCUS dataset (invoice section export) and what roles in an organization that would usually use this export.
