The Specifications section lists this as being defined by Fullscreen, but the feature (and top-layer stuff in general) has moved to CSS Position 4 https://drafts.csswg.org/css-position-4/#backdrop. It'll be removed from Fullscreen by whatwg/fullscreen#223.

What did you expect to see?

Specifications section lists CSS Position 4 instead.
