[BUG] When creating a new user as admin, Indicate All Required Fields With *

Bug Description

When creating a new user, as an admin, the user must have more fields required than indicated. For example we need, firstname, last name, and location.

To Reproduce
Steps to reproduce the behavior:

1. Go to encompass app, make sure you're logged in as an admin
2. Click on users tab at the top
3. Create User
4. See error when fields are not filled out

Expected behavior

If all fields are required then indicate that!
