Comments navigation update list of comments when expanding too large files

When we have a file with lots of changes, the file is not initially shown, later we can expand it , but the comments which are inside are not considered by the comments navigation feature.

We should also support the case when new comments are being added after the page has been refreshed, then the comments navigation feature also does not consider those new comments.
