Allow Sentinel Pubkey to Manage Multicast Groups in Access Pass

Currently, multicast group administration within an Access Pass is restricted to the Foundation and/or the group administrators.

We propose allowing the Sentinel pubkey to also manage multicast groups associated with an Access Pass.

Problem

• Sentinel is responsible for operational enforcement and monitoring.
• However, it currently lacks the permissions required to manage multicast group assignments.

Proposed Change

Grant the Sentinel pubkey permission to:

• Add multicast groups to an Access Pass
• Remove multicast groups from an Access Pass
