GADM 4.1 has missing nation labels

So far, I can't use GADM 4.1 because some labels are missing from nations. loca determines the nations to create and work with on the fly from the primary geometry dataset, which means that currently, it's not possible to build on GADM 4.1 for a fully automated pipeline without corrections. Following options exist

• write a script that corrects GADM 4.1
• wait for a newer version
