Update golangci-lint to v2+ and unify used version across repos

Currently, we use 1.64.8 in kpt, 2.7.2 in the functions sdk and 2.8.0 in the functions catalog.

We should use a single unified version across all the repos containing go code, and it should definitely be v2+ since all repos are using go 24+.

Haven't seen any movement on this and had this change lined up for a while. Target is now golangci-lint v2.11.4
