decommission Netlify publishing

Once the new Mintlify docs are live and all links have been updated, the
existing Netlify publishing pipeline should be decommissioned.

Tasks

• Confirm Mintlify is fully serving traffic before decommissioning
• Disable or delete the Netlify site and build pipeline
• Remove any Netlify-related config, scripts, or workflows from relevant repos
• Verify no remaining references to the Netlify URL
