Compatibility definition

The https://extensions.typo3.org/extension/ce_timeline says typo3 11.8.99. Does this mean its compatible with 11.5 ?

composer.json says:

"typo3/cms-core": "^11.8 || ^12.0"

ext_emconf.php says:

'typo3' => '11.8.99-12.4.99'

There was never a 11.8 release, so the question is valid.
