Add a new dropdown on viewtopic to allow admin to quickly add/change the topic's prefix without editing the first post.
To make this work, a new configuration setting needs to be created to determine whether the prefix should be added to the rest of the prefixes on the topic in this case or if all of the rest of the prefixes should be cleared and this made the only one.
