Wrong CDAWeb ProductKey for spase://NASA/NumericalData/Wind/WAVES/RAD2/L2/PT16S

The //AccessURL[Name = 'CDAWeb']/ProductKey is WI_L2_WAV_RAD1 and should be WI_L2_WAV_RAD2. The cdaweb description also mentions WI_L2_WAV_RAD1 instead of WI_L2_WAV_RAD2. And the cdaweb hapi AccessInformation has no ProductKey. @tressahelvey @jweygand

@berniegsfc James corrected the product key for the Wind SPASE record. I'm not sure the 2nd part of your query. Where would we look to fix these other 2 issues?
