User Reported Issue: login.php presents double encoded languages in dropdown

Confirmed locally: The login.php file contains double-encoded language fields with visible HTML characters.

For consistency it makes sense to redesign things (not now) so that we have raw language names in nls.php and then re-add encoding. This would of course be a non-trivial change given multiple other affected places, so maybe a new PR is needed.

Yes, it's also best handled as a new method so we can keep the old behaviour under the old name and migrate users piece by piece.
