[java-managed-identities] both v1 and v1beta in config but only v1 code present

Both versions configured in generation_config.yaml, but only v1 is present in code.

This v1beta1 was added as part of the intial hermetic build onboarding here.
owlbot config has (v\\d) instead of (v.*) for gapic-, grpc, and proto- modules.

It is correct for samples though, so samples does contain both v1 and v1beta.

I tried to raise PRs ( #12829) with changes to the .OwlBot-hermetic.yaml file, expecting hermetic build workflow to introduce code changes. Looks like the workflow succeeded, but no code changes.

Ah, so the workflow detected no change in generation_config.yaml, thus not actually running the generator
