[Content Exclusions] Incorrectly blocking files

With the latest changes (0.0.417) content exclusion feature is incorrectly blocking all interactions in copilot

Affected version

0.0.417

Steps to reproduce the behavior

• Navigate to a repository with exclusions specified.
• Copilot is incorrectly excluding directories, and valid files

Expected behavior

Mitigation if you are currently blocked:

Download the portable version (.zip) of Copilot CLI 0.0.416
https://github.com/github/copilot-cli/releases/tag/v0.0.416

And run this .exe with --no-auto-update
