Vulnerability: add direct filtering using url.

To be able to link directly filtered view of vulnerability managing attributes is required.
TO BE DEFINED:

• the complete list of filters that must be exposed by URL.

We certainly need to be able to specify Country in order to be able to link from country profiles.

I think it would also make sense to be able to specify other attributes such as:

• Region
• Type (Fragility, Vulnerability...)
• IML
• Material
• LLRS

and to be able to specify multiple attributes (combine using logical AND)

However I would consider these all nice-to-have unless the Risk team has a pressing need or it is quick and easy to implement a generic system for all attributes.

I suggest to include in the list of attributes the "Author", since many functions are link to a specific publication.
