Add `Electrical` prefix to `ComponentTelemetryStreamFilter`

What's needed?

All stuff related to electrical components have the Electrical prefix, but it looks like we forgot to add it to
ReceiveElectricalComponentTelemetryStreamRequest.ComponentTelemetryStreamFilter.

Proposed solution

Rename it to ReceiveElectricalComponentTelemetryStreamRequest.ElectricalComponentTelemetryStreamFilter.
