Improve the tooltip positioning

Right now it's oftentimes necessary to adjust the css

In my opinion, we should delegate the tooltip rendering (including styling) to the Histogram parent component. We are enabling tooltip customization but then we are using a fixed width and height value to compute the tooltip position. Those values might not be representative of the real tooltip size.
